Kentucky's fourth graders suffered a statistically significant four-point drop in reading scores while its eighth-grade scores fell by three points, a decline that was not deemed statistically significant. The national average was 221. By contrast, 29 percent of black and Latino fourth-graders scored at that level. Black students' average score fell from 202 to 198, resulting in a 25-point gap. It is regarded by many experts as one of the best nationwide comparative measures of student achievement.

In mathematics, 40 percent of Virginia eighth graders achieved proficient or advanced scores in 2017, with 13 percent performing at the advanced level. Among eighth-graders, the three-point drop tied with three other states for the largest nationally. The growth has slowed, but Alexander said the results show that Washington is the fastest-improving urban district in fourth-grade math.

The 26-member governing board was created in 1988 to set policy for the national assessment. In reading, the same group has seen a 5-point increase since 1992.

The researchers determined that "whether or not a state had used online testing" prior to NAEP predicted more of this year's scoring changes than any other state characteristic.

But where the lowest-performing students in California and the nation overall largely posted lower scores in 2017 than their peers in 2015, L.A.'s bottom scorers held steady and even posted higher scores. Tennessee is one of 10 states that did not previously complete state assessments exclusively online, which some researchers note could have had an effect on scores.

Just 5 percent of students in Detroit were proficient in fourth-grade reading.

Overall, state officials said, the CT students performed about the same as they did two years ago when the test was last administered. In eighth-grade reading, Rhode Island is 2 percentage points behind ME and 12 points behind MA, the leader.

Former state superintendent Michael Sentance rang the NAEP alarm bell in 2016, pointing to Alabama's low ranking in the country as a clear indicator that Alabama needed urgent improvement in math, reading and science.
