Emboldened by Sunday's landslide election victory in Hungary, Viktor Orban's hardline anti-migrant party plans to hand itself powers to shut charities backed by the billionaire financier George Soros which are accused of helping refugees. With 97 percent of votes counted, Orban's Fidesz party won 133 of the national assembly's 199 seats in the election, putting the party in a strong position to achieve a two-thirds super majority in the legislature.

Poland's rightwing Prime Minister Mateusz Morawiecki on Monday congratulated his Hungarian counterpart Viktor Orban, Warsaw's closest ally in the European Union, on winning a third straight term in a crushing electoral victory. She expects markets to be left unfazed by the election results.

Also, Orban is an avowed Eurosceptic who opposes further European Union integration.

"We want to call out what's ailing this continent", Orban told Hungary's Christian-conservative Echo TV after claiming victory: "We don't want to go against Europe and the European Union, we want Europe and the European Union to be strong and successful". The EU has been highly critical of Orban in the past for blocking a common European policy on migrants and failing to uphold democratic values.

"We are fighting an enemy that is different from us", he said in March in Budapest.

The Helsinki Committee said it was clear that Fidesz "considers its power interests more important than the values of the state of law and democracy, human rights and the Constitution".

Orban, 54, became a household name as a young student in 1989 in the dying days of communism with a stirring speech demanding Soviet troops go home. A Fidesz spokesperson said after the victory that one of the first legislative priorities for the party was an effort entitled "Stop Soros", which is part of Orban's campaign promise to tackle the immigration issue.

At the same time, Orban has cultivated friendly ties with Russian President Vladimir Putin. "We have a culture, which we call a Christian culture".

Non-governmental organisations, articularly those funded by Soros - who helped get Fidesz off the ground - have found life particularly hard, and on Monday were bracing for more problems.

Among the measures floated before the election were mandatory registration of some non-government organizations that "support illegal immigration", a 25 percent tax to be imposed on foreign donations that such NGOs collect, and activists could face restraining orders that preclude them from approaching the EU's external borders in Hungary.

As well as empowering Orban on the global stage, the result casts "a dark shadow on the future, especially concerning the attacks against the critical civil society", Hegedus added.

"We decided not to move to a presidential system because it is unknown territory and I think that consideration is still valid", he said.

Orban late Sunday celebrated what he called a "decisive victory".
