Footage from a crash involved a pedestrian and a self-driving Uber.

Tempe police later released a statement walking back those initial assertions and said it has yet to pinpoint responsibility for the collision. "And we're going to get there".

Just a few days before this latest fatal crash, an Uber self-driving vehicle crashed into another vehicle in Pittsburgh.

"We proactively suspended self-driving operations in all cities immediately following the tragic incident last week".

The crash, which occurred last Sunday night, was a major setback for Uber, which has been trying to improve its image since Khosrowshahi replaced Travis Kalanick as the company's chief executive in a messy transfer of power in August.

Last weekend's fatal, self-driving auto crash could make cities less likely to trust the company and undermine Uber's claim that it's a platform rather than a transportation service. Uber, which has suspended self-driving tests, said it is "fully cooperating with local authorities in their investigation of this incident".

In a tweet, Ducey spokesman Daniel Scarpinato said the ban placed on Uber prevents the company from lifting its self-imposed suspension.

"The safety driver is clearly relying on the fact that the vehicle is driving itself. For the longer good of humanity, we have to pull through".

Ducey used light regulations to entice Uber to the state after the company had a shaky rollout of test cars in San Francisco.

One reason was because video of the accident shows the victim suddenly emerging from darkness, apparently giving the vehicle or driver little time to react.

China seems determined to push forward with self-driving vehicle development in the global race to flawless the technology.

Uber has been testing its self-driving cars in a regulatory vacuum in Arizona. Waymo, the self-driving vehicle company spun out from Google, and General Motors-owned Cruise are also testing cars in the state. The accident also presents a complex liability challenge, as Uber's self-driving vehicles are equipped with a series of hardware and software made by third parties.

"Clearly there's a problem", Rajkumar said.

Two experts say video of a deadly crash involving a self-driving Uber vehicle shows the sport utility vehicle's laser and radar sensors should have spotted a pedestrian, and computers should have braked to avoid the crash.

"Certainly, our LiDAR is capable of clearly imaging Elaine and her bicycle in this situation". However, it is up to the rest of the system to interpret and use the data to make decisions.

That is important for the future of the autonomous-driving movement - which proponents have tried to remind people is about making the roads safer. The success of Uber's autonomous driving program seems to be at stake. "I think you saw with today's action is that we are all about public safety and accountability and public safety".

"Cities might be less willing to work with Uber", Abuelsamid said.
