Beyond the satellite deployments, there's one more big objective: an attempt to recover the fairing, or nose cone, that protects the Falcon 9's payloads during ascent. SpaceX has already uploaded the feed of its launch with three satellites on its website which will be activated before the launch. The instantaneous launch window opens (and closes) at 9:17am ET Wednesday, and weather conditions forecast for the launchpad at Vandenberg Air Force Base, in California, are 90-percent favorable. The primary mission for Wednesday's launch is the Paz Earth satellite, which was built by Airbus and will be operated by Spanish government satellite services operator Hisdesat.
Its launch has now been pushed back to Thursday at the same time due to strong winds.
Although SpaceX re-scheduled the Falcon 9 Rocket launch for Sunday, February 18, at the California's Vandenberg Air Force Base, the mission was delayed again to February 21. It seems SpaceX aims to catch the fairing in the net (it'll be slowed down by parachutes).
With Mr. Steven, SpaceX is hoping to develop a more efficient solution to retrieving payload fairings.

SpaceX has become very good at landing boosters on ships at sea. However, time will show if SpaceX will manage to recover the faring or not. If indeed all components of a rocket are reusable, the only costs associated with individual launches will be the one-time manufacturing cost of the rocket, the cost of fuel, plus any additional maintenance post-launch. This is certainly a game changer for space exploration, opening the door for something we never thought possible. With every cost-cutting measure, the possibilities for scientific research and crewed missions increase exponentially. The satellite will be deployed approximately eleven minutes after launch.
Launching things into space is cost-prohibitive, to say the least.
