Oxfam Charity Faced with Sex Scandal and Fund Cutting Threats

The humanitarian group, based in Paris and also known as Doctors Without Borders, said it received 146 complaints or alerts a year ago that resulted in the firing of 19 staff members. "Even though reports of abuse have steadily increased, MSF is aware that abuse goes under-reported", the charity said.

The Times said some Oxfam staff in Haiti after the natural disaster had paid for sex with prostitutes.

The British government's global development secretary, Penny Mordaunt, is to meet investigators from the National Crime Agency to discuss the sex scandal at leading charity Oxfam.

The Charity Commission is also launching a statutory inquiry into Oxfam - which denies a cover-up - and officials will meet with Oxfam today.

According to the charity, 1,270 direct debits were cancelled between Saturday and Monday: more than double the average cancellation rate of 600 for a full month.

Allegations were publicly made against the charity this week, claiming that Oxfam aid workers in developing countries, including Chad and Haiti, had hired sex workers.

It is a big investment for the charity that plan to operate from a much larger floor space - and all on one level- to the shop they're leaving behind at No 31.

One caller to his LBC show, "Steve from Barking", said he had used prostitutes while he was an aid worker in the former Yugoslavia, stating boldly: "At the end of the day, they used to hang around in the lobbies of the hotels". "Someone should have checked properly". There was no immediate comment from Oxfam.

"We've found two cases that have had components of sexual misconduct in them, we acted fast, those people are not working for Oxfam and they were moved very very quickly".

Among them was country director, Roland van Hauwermeiren, a Belgian national who was accused of similar misconduct while previously representing the organization in Chad.

Workers who are now speaking out anonymously, lest they be fired, say there was a "culture of impunity". "They did not inform donors, their regulator or prosecuting authorities", Britain's worldwide development secretary, Penny Mordaunt, said.

Mordaunt told the BBC on Sunday the government will not partner with any organisation that lacks "moral leadership".

Haitian lawmakers have requested the government suspend Oxfam from operating there as a federal investigation gets underway.

The New Zealand complaints were at a far lower level than those that occurred in Haiti, Ms Le Mesurier said.

MSF said it had released the figures to demonstrate transparency after the scandal at British charity Oxfam, whose deputy head resigned this week after The Times newspaper reported some staff working in Haiti after the 2010 quake paid for sex with prostitutes.

"Haiti is expecting genuine collaboration from Oxfam, the United Kingdom and the Belgium government", said Justice Minister Heidi Fortune in an interview on Wednesday.
