The Latest: Trump's new budget already outdated

The House voted 240 to 186 in support of a bipartisan package that extends funding until March 23, and which will reopen government hours after a conservative senator forced Congress to miss a midnight deadline, sparking the shutdown. After he signed the bill to re-open the government, President Donald Trump tweeted that the bill is a big victory for our military.

The twin votes put to rest a brief federal freeze that relatively few would notice.

Wall Street's main stock indexes climbed more than 1 percent on Friday, giving investors some solace after a week of huge swings that shook the market out of months of calm.

The brief shutdown follows a three-day shutdown last month that came about because of numerous same spending and social issues.

The bill was the result of a grand bargain with Senate Democrats, who also insisted in an increase in domestic spending.

The massive federal spending deal struck by Capitol Hill leaders from both parties came packed with goodies in a buffet created to let lawmakers of both parties find something they liked.

In the end, however, Democrats declined to hold the spending bill hostage over immigration.

Senate Democrats had no appetite for another shutdown.

That included $12.3 billion for the Pentagon's Missile Defense Agency and ordered a more rapid buildup of the nation's missile defenses as North Korea has refused to back away from developing nuclear missiles capable of striking the United States. That omission largely explains why a quarter of Senate Democrats and two-thirds of House Democrats voted no, and why immigration now because the next battle.
