Surprise US government shutdown a worrying reflection on Washington

With a Senate decision to recess until 12:01 a.m. on Friday, Congress will miss the midnight deadline and the government will go into a shutdown.

Federal financing for United States government agencies ceased at midnight after Congress failed to pass a bipartisan budget deal that would have prevented this year's second shutdown from happening.

Senate Majority Leader Mitch McConnell teed up a pivotal immigration debate for consideration next week early Friday morning, keeping a promise as soon as the Senate voted to end a government shutdown.

The budget bill raises military and domestic spending by nearly $300 billion over the next two years.

The legislative package assigns budget figures for the next two fiscal years but only funds the government until March 23.

Trump announced the signing on his Twitter account, hailing the bill's passage in the early hours of Friday as a boost for the U.S. military and "JOBS, JOBS, JOBS!"

"And even Leader Pelosi's close didn't have any cohesive message", the North Carolina Republican added. Ryan has said he does not consider the tax bill or the new spending bill drivers of federal debt.

The Senate had already approved the bipartisan spending legislation that will extend funding to the government through March 23 and boost disaster aid funding by around $90 billion for Texas, Florida and Puerto Rico that were battered by hurricanes past year. But it put Paul - and conservative complaints about the sweeping budget agreement negotiated this week by congressional leaders - in the spotlight.

The massive federal spending deal struck by Capitol Hill leaders from both parties came packed with goodies in a buffet created to let lawmakers of both parties find something they liked. And the second, of course, is that Rand happily voted for a tax bill last December that is expected to blow a $1.5 trillion hole in the deficit.

Paul's one-man push to hold the Senate floor for as long as possible was met with criticism from both sides of the aisle.

Paul took to the Senate floor several times Thursday and refused to agree to move up the time for a vote on the bill, which required unanimous consent from all senators. The final vote was 240-186, with 167 Republicans voting "yes" and 119 Democrats voting "no". Paul says, "My intention has never been to shut down government". House Minority Leader Nancy Pelosi, who staged her own, eight-hour talk-a-thon against the bill on Wednesday to draw attention to the plight of DACA recipients, said she would oppose the deal unless Ryan committed to vote on legislation in the House addressing their plight. After the first shutdown provided a short-term fix to the bill, the recent vote by Congress has helped federal agencies stay open with a working budget. Protection for the Dreamers under former President Barack Obama's Deferred Action for Childhood Arrivals program, or DACA, formally expires March 5 and there's no sign that lawmakers are making progress on an agreement to extend the program.

We're a month and a half, actually less than a month and a half into February of 2018, or into 2018 in general, excuse me, and the federal government shut down twice in one year? The bill comes after Congress supported the bipartisan budget deal that works to give billions of federal dollars to the military, disaster relief, and domestic programs.
