United States government shuts down again

Congress has to reach a deal before government funding runs out at midnight on Thursday, when a one-month spending bill is set to expire.

Senate leaders rolled out a massive two-year budget deal Wednesday, pleasing both parties and preventing a government shutdown, but increases the federal government's spending.

A bipartisan measure to avoid the impending USA government shutdown was announced on Wednesday - but questions remain about whether it will pass.

The deal would provide $80 billion above the spending caps for defense and $63 billion for non-defense for this year.

The group is made up of 48 members of the House, split evenly by party.

Votes from Democrats - possibly as many as 100 - would be needed to get the budget agreement passed in the House, because many Republicans are balking at the cost. The California Democrat spoke for just over eight hours, urging Republicans to bring a bill to the floor that would address DACA.

The effort got a boost from President Donald Trump on Wednesday evening.

"We support funding our troops, but growing the size of government by 13 percent is not what the voters sent us here to do", the conservative House Freedom Caucus said late on Wednesday. He objects to 300 billion dollars in deficit spending in the bill. Calling it "a betrayal of everything limited government conservatism stands for", Mike Lee says he will vote "no".

"That's a commitment that I share", Ryan said during a news conference Thursday on Capitol Hill.

House Minority Leader Nancy Pelosi (D-Calif.) was coy Thursday morning, telling reporters that she personally wouldn't support the bill, but that she still felt it was a good deal for Democrats.

The budget deal will likely be attached to a short-term spending bill in the Senate that the House passed on Tuesday.

The agreement raises federal budget caps for two years with the increase divided nearly equally between defense and domestic spending.

"Not only will it end this series of. fiscal crises that have gridlocked this body, it will also deliver a large investment in our military and robust funding of middle-class programs", the Senate's top Democrat Chuck Schumer told colleagues.

More funding for disaster relief: The plan includes $90 billion more to be spent on disaster aid for recent hurricanes and wildfires, which have spurred calls from some lawmakers for a more robust federal response. The hardline conservative House Freedom Caucus has said most of its roughly 30 members will vote against the legislation.

"While I obviously cannot guarantee any outcome, let alone supermajority of support, I can ensure the process is fair to all sides".

What's noticeably missing is a legislative solution addressing Deferred Action for Childhood Arrivals, or DACA, the program established under President Barack Obama's administration.

On the Senate floor, McConnell attempted to move forward with the vote via a parliamentary procedure but was rebuffed by Paul.

The measure does not include anything about the Deferred Action for Childhood Arrivals (DACA) immigration program, which protects from deportation numerous almost 800,000 immigrants brought to the United States illegally by their parents as children.
