Congress Reaches LAST-MINUTE DEAL to Avoid Second SCHUMER SHUTDOWN

A senior administration official had said Trump would sign the bill before noon but was unlikely to do so before 9 a.m., when federal employees would be back at work.

The Senate was expected to hold a vote on the measure at 1am and, if it passes, send it to the House of Representatives and then on to Trump, who could quickly sign it and nip the shutdown in the bud.

The US House passed the bill on Friday in a 240-186 vote.

The president lauded the bill for the increase in military spending but said Republicans had to fill the bill with "waste" in order to get Democratic approval.

President Donald Trump's Republican Party and the Democratic Party have been negotiating a federal budget for the fiscal year through September.

With just hours to go before current federal funding expires, the White House urged federal agencies to prepare for a shutdown of operations.

The Senate approved the measure earlier on Friday morning. The Speaker's spokeswoman, AshLee Strong, said in response, "Speaker Ryan has already repeatedly stated we intend to do a DACA and immigration reform bill - one that the president supports".

"I don't know why we are basically burning time here", Mr Cornyn said.

Many Republicans, whose party controls both chambers of Congress, said the military's need for funding justified the extra spending.

"We think when Democrats are in charge, the Republicans are the conservative party", Paul said in an interview on Fox News.

Sen. Rand Paul (R-KY) staged a coup on Thursday against the two-year budget deal crafted by Senate Majority Leader Mitch McConnell (R-KY) and Senate Minority Leader Chuck Schumer (D-NY). However, Pelosi suggested at a closed-door meeting on Thursday night that Democrats might leverage their support for the budget deal in exchange for a floor vote on DACA legislation.

Unfortunately for the Senate leaders, the deal faces opposition in the House.

The new funding Bill brokered by senators this week and finally passed by the House shortly after 5.30am on Friday includes $300 billion in extra spending over the next year - mostly for defence, but also for education, health and disaster relief programmes. Non-defense spending will increase by 63 billion dollars for fiscal 2018 and 68 billion dollars for fiscal 2019.

The measure also contains nearly 90 billion dollars (£64 billion) in overdue disaster aid and an increase in the U.S. government borrowing cap that would prevent a first-ever default on its obligations. The bill McConnell chose was unrelated to immigration, after he had said he planned to use a separate bill for the debate.

It also lifts the nation's debt ceiling for a year and another $90 billion in emergency funds will be allocated for areas hit by hurricanes and wildfires. Progressive Democrats protested the omission of language that would end the threat of deportation for more than one million young undocumented immigrants, known as "Dreamers", who were brought to the United States as children. "Of course, there are still some outstanding issues to be resolved, but we are closer to an agreement than we have ever been".
