The main appeal for Democrats is that the deal includes the DREAM Act, legislation that would create a pathway to citizenship for DACA recipients.
Trump ended the program past year, citing legal challenges by states, but gave Congress until March 5 to negotiate a deal that would allow "Dreamers" to stay legally.
The Trump administration recently set an $18 billion price tag over a decade for the border wall - a hefty bill, especially for budget-minded Republicans.
