Barbara County Fire Department firefighters respond to mud and debris flow due to heavy rain in Montecito

Rescue crews worked to clear debris from roads across greater Los Angeles, including a key stretch of US 101 that was brought to a standstill along the border of Santa Barbara and Ventura counties.

First responders in the area were overwhelmed following intense rains that left numerous people trapped inside homes and vehicles and over a dozen dead. About a half inch per hour is enough to start mudslides, said Robbie Monroe of the National Weather Service in Oxnard.

Search efforts are being hampered by a treacherous landscape strewn with boulders and rescuers having to tackle a cement-like mud which reaches shoulder-high in some places.

The declaration will now include damage from the flooding and mudslides that damaged Montecito and other Santa Barbara County communities after heavy storms hit areas scorched by the December wildfire.

"The house in back is gone", Winfrey noted at one point in the clip, according to The Huffington Post.

He shouts to his 71-year-old mother: "Get ready to go out!"

The devastation affected an area estimated at 30 square miles, according to Cal Fire.

"All hell broke loose", said Peter Hartmann, a dentist who moonlights as a news photographer for the local website Noozhawk. "Five minutes later, (I) heard (a) loud "whish" sound".

Berkeley "Augie" Johnson has a similar story. The event that has forced thousands to evacuate their homes. Johnson dug through four feet of mud before they discovered the child, who was later taken to the hospital for treatment.

"We then didn't decide to put the basket down in the mud just because we didn't know what was underneath the mud. I hope that's OK". "I'm heartbroken for our community of Montecito". He and his wife were swept from their home in the mudslide early Tuesday morning.

"For some reason, she opened the front door" and was swept away, Diane Brewer, one of Gower's friends, told CNN.

The number of missing fluctuated throughout the day as new reports that people couldn't be accounted for came in and as other people were found, Brown said.

The rivers of mud caused widespread damage to historic hotels and the homes of celebrities, including Oprah Winfrey and Ellen DeGeneres. "Montecito needs your love and support", DeGeneres wrote on Twitter with a photo of the flooded, mud-filled freeway. Earlier, officials said at least two dozen people were unaccounted for.

Police say 17 people remain missing.
