The Clean Power Plan was President Obama's most important climate action that limits carbon pollution from our biggest source, coal-fired power plants.

At a speech in the heart of coal country in Hazard, Kentucky, Pruitt said he is signing a proposed rule to withdraw the Obama initiative. The move comes after Trump issued an executive order in March instructing the EPA to review the plan.

"Pennsylvania is well-positioned to continue to safely produce abundant supplies of clean-burning American natural gas, which are powering our economy, creating jobs, especially for our manufacturing sector, and leading to sharp environmental improvements", offered David Spigelmyer, president of the trade group, in an email.

Pruitt's announcement has drawn harsh criticism from supporters of the plan.

Trump, who has said he believes global warming is a "hoax" by the Chinese to hobble United States manufacturing, had promised to remove restrictions on coal mines and withdraw the United States from the Paris accord. Martin Heinrich, D-N.M., also attacked the rollback on Monday. It means an act of Congress, and the Clean Air Act is not it. Back in the Obama days, when he was just a humble state attorney general, Pruitt joined other state attorney generals in a lawsuit that tried to stop the rule from taking effect.

The plan assumed utilities could decrease emissions at individual plants with outside actions, including replacing coal plants with wind farms elsewhere.

And there are capitalistic forces at work, too. States will also have the ability to shape their own emissions reduction pathways over the 2022-29 period. Nevada, Arizona and Utah are already aiming to reduce emissions by 15 to 25 percent by 2025. In February 2016 the U.S. Supreme Court agreed to stay compliance with the regulations while it waited to judge legal merits of the plan. The Supreme Court put it on hold past year until it can rule on whether the plan is legal. "Under the interpretation proposed in this notice, the CPP exceeds the EPA's statutory authority and would be repealed", the proposal reads. "We're going to have little tidbits left".

More troubling is that the Obama administration had few qualms about granting the EPA such far-reaching control over the nation's power grid.

According to Axios, Trump administration might open a window for the public to comment for a new policy to be put in place to reduce carbon emissions, but no matter what the 2030 goal will be impacted "by several months if not a year or more".

Meanwhile, Pruitt's decision to throw it out will certainly face a number of legal challenges from environmental groups and state attorneys general.
