But soon after beginning her address, she was accosted by comedian Lee Nelson, real name Simon Brodkin, who strolled up to the stage and handed her a P45 - a form that United Kingdom employees are given when they leave a company, similar to a "pink slip" in the US.

The prime minister said councils and housing associations can bid to use the government's affordable homes budget, which now stands at a total of £9bn.

"We don't think that tells us very much about what she is going to do for the country which is what really matters".

The request was "signed" by Boris Johnson.

The Conservative Party chairman, Sir Patrick McLoughlin, was also blamed for his part in allowing the series of mishaps to occur, with some sources suggesting that he could be pushed out of his position.

Her speech was interrupted as what appeared to be a delegate from the audience walked up to her proferring a piece of paper which Mrs May took from him.

"It is our responsibility as a government to prepare for every eventuality", May said at one point.

"While we are in favour of free markets we will always take action to fix them when they are broken, we will always take on monopolies and vested interests when they are holding people back", May told the Conservative Party's annual conference on Wednesday.
