Bill Cassidy of Louisiana and South Carolina's Lindsey Graham, required federal approval for such action.

Why would Graham-Cassidy harm kids? Caps on Medicaid effectively slash future Medicaid funding, and if these cuts were considered in the new funding algorithm, pundits say several states, such as Alaska, would still lose funding. The states that would see significant cuts in federal funding under Graham-Cassidy are the very ones that would be most inclined to pick up the slack themselves.
Sen. John McCain, an Arizona Republican, declared his opposition to Graham-Cassidy on Friday afternoon citing concerns that the bill did not go through "regular order", a series of hearings, markups and an open-amendment process. Sen. States could, for example, allow insurers to omit some of the benefits they are now required to provide, like coverage for maternity care, mental health care and drug addiction treatment.
