Peru says expelling North Korean ambassador over nuclear programme

The Security Council resolution approved Monday was a watered-down version compared to what the United States and its allies pursued.

Pyongyang opened its embassy in Peru in the 1980s during the first government of former President Alan Garcia, which bought weapons from North Korea at a discount to supply police forces.

The new sanctions ban textile imports from North Korea, prohibit the sale of natural gas to the regime and sets a cap of two million barrels per year for refined petroleum sales to Pyongyang. It's possible that economic disruption could produce a change in their behavior.

China has been reluctant to squeeze North Korea over its military build-up, but Pyongyang's sixth and biggest nuclear test last week has caused alarm in Beijing.

Ahead of the U.N. vote, North Korea had warned that the United States would pay a "due price" if it pursues stronger sanctions.

The resolution agrees to ship inspections but stipulates that they should be done with the consent of the countries where the ships are registered.

Seoul welcomed the resolution, calling it a "grave warning that (North Korea's) continued provocations will only intensify its diplomatic isolation and economic pressure". On the other hand, comprehensive sanctions, as were applied to Iran, have not yet been tried in the case of North Korea. Russia reportedly uses considerable North Korean labour. It fell from US$11.2 million in 2010 to US$290,000 in 2014, and then to just US$70,000 in 2015, according to commerce ministry data.

Biswas noted, however, that the situation with China remains both crucial and complicated.

China, North Korea's sole ally and main trading partner, had strongly objected to an oil embargo initially sought by the United States out of fear that it would bring the North's economy to its knees.

The number of North Korean labourers who can work overseas would also be restricted, while states could inspect vessels suspected of carrying items prohibited by the sanctions. China supplies most of North Korea's crude. The new measures amounted to "the most stringent U.N. sanctions regime placed on any nation in the 21st century", Johnson said.

North Korea doesn't seem interested in mining, but that doesn't mean the country's leadership wants to ignore the money it can make by acquiring and selling cryptocurrency. In a speech at a recent Association of Southeast Asian Nations Regional Forum, Pyongyang's Foreign Minister Ri Yong Ho was blunt: "We will, under no circumstances, put the nukes and ballistic rockets on [the] negotiating table". North Korea is developing these weapons for leverage and for its own survival.

The weakening of the sanctions reflects the longstanding rift between sanctions hawk Washington, and China and Russia, which advocate direct talks and more efforts to find a resolution through negotiations.
