He said boats were cast ashore, water, sewers and electricity were knocked out, and "I don't think I saw one trailer park where nearly everything wasn't overturned".
There's room for more, County Administrator Mike Merrill said, but he urged people to stay put for now.
Operations at the airport resumed at 4 a.m. EDT, but a check of the airport's website Tuesday morning showed many flights still canceled.

The full impact of Irma on Florida remains to be seen, but early reports give us a sense of how much assistance residents will need to recover and rebuild. But Terminal buildings at Miami International Airport suffered significant water damage, and ceiling tiles at gate areas fell down throughout the airport, according to authorities.
Forecasters said metro Atlanta could expect peak winds of 30-40 miles per hour (50 to 65 kph) and gusts up to 55 miles per hour (90 kph) on Monday, with a likelihood of falling limbs and trees blocking roadways and snapping power lines.
