The new watered-down sanctions resolution is also set to ban all textile exports, the main source of hard currency for North Korea.

The latest sanctions also ban joint ventures with North Koreans, along with technology transfers and other economic cooperation.

The U.N. Security Council is stepping up the pressure on North Korea.

And on September 3, the DPRK conducted its sixth test of a nuclear device - the most powerful its ever detonated - marking "an unacceptable provocation", Billingslea said.

The final draft text to be voted on Monday by the council would require the employment of North Korean workers abroad to be authorized by a Security Council committee.

Already China has risked its previously burgeoning relationship with Seoul to punish it for deploying an American anti-missile system known as Thaad (Terminal High-Altitude Area Defence). The Post reports a "web of shell companies" engaged in contraband trade with the North Korean regime.

Among other concessions the new text also softens the inspection by force of North Korean ships suspected of carrying cargo prohibited by the UN and drops a proposed assets freeze on the state-owned Air Koryo airline.

The draft resolution appears to have been weakened in a bid to appease North Korea's ally China and Russia following negotiations during the past few days.

The risks to China of such an endeavour would be very great, particularly as the partners are so singularly unpromising.

However, many diplomats and observers seem less hopeful. To put things in more concrete terms: if U.S. forces had shot down the North Korean missile recently fired through Japanese airspace, might Kim, in an act of pique or bravado, have fired another missile, perhaps in the general direction of Guam?

Russian Ambassador Vassily Nebenzia told the council it would be a "big mistake to underestimate this Russia-China initiative" for a so-called freeze-for-freeze, adding that Moscow would "insist on it being considered".
