The most alarming aspect of North Korea's nuclear test is that it's developing the technology alongside efforts to improve the accuracy and payload of its long-range missiles.

CHINA yesterday agreed that the United Nations should take more action against North Korea after its latest nuclear test, while also pushing for dialogue to help resolve the stand-off.

South Korean protesters clashed with thousands of police over the deployment of a defence system aimed at countering North Korean missile attacks, while China and the United States discussed options to rein in Pyongyang.

German Chancellor Angela Merkel has condemned North Korea's latest nuclear test as a "flagrant violation" of global conventions, but also said there can only be a "diplomatic and peaceful solution" of the crisis.

Chinese foreign minister Wang Yi said Beijing supports further United Nations action against North Korea but also wants to see renewed efforts to begin dialogue involving all sides.

South Korea has a similar official position, with Foreign Minister Kang Kyung-Wha stressing Seoul is still sticking to its commitment to the Non-Proliferation Treaty.

His remarks were made on the sidelines of an economic forum in the Russian port city of Vladivostok which is also being attended by Russian President Vladimir Putin and South Korea's Moon Jae-In.

Known as "freeze for freeze", the proposal calls for Pyongyang to freeze its nuclear program in exchange for the USA and South Korea suspending their joint military drills. "This is a road to nowhere".

The range of their weapon - a hybrid of two existing missiles - would be any location within North Korea, while it could carry up to two tonnes of warheads.

"The DPRK's recent successful test of ICBM-ready H-bomb marked a very significant occasion in attaining the final goal of completing its state nuclear force", the article reads. Kim would rather starve his people than see his regime overthrown, he said.

Blue House said that Moon had emphasized to Putin that "it is time for the UN Security Council to seriously consider ways to fundamentally block North Korea's source of income of foreign currency such as suspending supply of crude oils to North Korea and banning imports of overseas workers".

That could have major reverberations: China is the largest trading partner of both the North and the United States.

Putin has denounced Kim's missile tests.

However, Russian and Chinese leaders might not support new sanctions that have proven to be ineffective in slowing North Korea's nuclear missile development program.
