In an early morning tweet Tuesday, Trump said, "I am allowing Japan & South Korea to buy a substantially increased amount of highly sophisticated military equipment from the United States".

"The response and decisions of the Security Council depend on the results of discussion by members", he said.

The United States has floated the idea of requiring all countries to cut economic links with North Korea to try to strong-arm Pyongyang into changing its behavior.

Russia, which shares a border with North Korea, has repeatedly joined China in calling for negotiations with North Korea, suggesting that the US and South Korea halt all major war games in exchange for North Korea halting its testing programme.

But neither side appears willing to budge.

In a veiled dig at Trump, Putin said military hysteria is "provoking the situation" and will spark a reaction from North Korea.
