Texas Railroad Commissioner Ryan Sitton said consumers are putting undue demand on fuel and that's making it hard to resupply gas stations in a timely fashion.
He stated, "We have more than 230 million barrels of gasoline supply in Texas to meet needs".
Five stations along one reporter's commute from Grapevine to the Star-Telegram newsroom were either already out or preparing to run out before the end of business Thursday.
A perceived gas shortage sent drivers in a panic to the pumps.
"Along with other fuel outlets in the area, RaceTrac is working to mitigate any supply issues and minimize the disruption caused by the effects of Hurricane Harvey", the statement said.
The Railroad Commission regulates the oil and gas industry, and Sitton said it has received numerous inquiries from Texans anxious about a potential gasoline shortage.
"In some cases, they've waited and then found out it ran out", in which case they've had to divert to terminals in Waco, Texas, or San Antonio, he said. This is not going to last a long time.
Waiting until Friday to get gasoline might be waiting too long.
Detlef Hallermann, a Texas A&M clinical professor in the finance department, also said that Texas has plenty of fuel, and isn't at risk of running out.
Haley Gonzalez, who lives north of Dallas in The Colony, said she visited several stations in search of fuel before finding it in Plano, a northern suburb.
Residents will notice a spike in prices, however.
Gasoline prices are rising as a direct result of Tropical Storm Harvey, and drivers filling up at pumps around the country could soon see an uptick of 15 to 25 cents per gallon. Some rural stations may take an extended number of days to refuel, but most gas stations should see fresh supplies within two to four days.
"People running out to fill up creates demand and the supply is cut down", said Burns. "It's a chicken-or-the-egg scenario".
The Texas Attorney General's Office has received more than 500 complaints about high fuel prices in Dallas as gas stations struggle to replenish fuel supplies, the agency said Thursday.
But with the "shale revolution", Hallerman said, much of the production has been moved back on shore.
"People are insane right now", Flatt said.
The Texas Railroad Commissioner assured people there was no fuel shortage, and Lubbock experts agreed. He says it's causing a delay, for sure.
"What happened was there was a broad story that refineries were shut down and a few pipelines were shut down", said Sitton.
"Simmer down, y'all; gas may be tough to get this weekend, but state says it's a shorterm issue", Keller police said.
