And on Thursday, Trump second-guessed GOP leaders' plan for the upcoming debt limit battle, saying Congress should have linked that hard vote to a popular Veterans Affairs bill that passed with overwhelming bipartisan support.

President Donald Trump picked a new fight on Thursday with his fellow Republicans, saying congressional leaders could have avoided a "mess" over raising the USA debt ceiling if they had taken his advice.

In the current politically polarized environment - when Trump is battling Republicans on the Hill as hard as he is Democrats - it's highly uncertain if a government shutdown can be avoided.

Republicans in Congress were stunned on Thursday with Donald Trump's tweets suggesting that a vote to raise the debt ceiling should be tied to a veterans benefits bill. The idea was floated in July but never gained steam in Congress.

The House speaker insisted that Republicans have enough time to pass a tax reform package in 2017.

Debt ceiling votes have been anything but easy in recent years.

A protracted government shutdown or a default on sovereign debt could be disastrous - for the economy and for the party that controls the White House and both chambers of Congress. When Mr Trump was sworn into office, Treasury had more than US$350 billion in cash reserves. If the debt ceiling is reached without being increased, the Treasury would have to resort to "extraordinary" and even legally dubious measures to determine which debts to pay and which to default on until the ceiling is raised, according to the Bipartisan Policy Center's 2o17 Debt Limit Analysis.

McConnell and the White House have both released statements downplaying any conflict, saying they are committed to advancing their shared agenda.

"Part of the reason I think that the storyline is that we haven't done much is because, in part, the president and others have set these early timelines about things need to be done by a certain point". Not a fan of Jeff Flake, weak on crime & border!

Adding to the complexity, Congress needs to pass stopgap legislation to avert a government shutdown when the budget year ends September 30.

Conway says it is up to Congress to work with Trump.

Asked about the debt ceiling, Sanders put the onus on Congress to resolve the matter: "It's our job to inform Congress of the debt ceiling and it's their job to raise it". But privately, McConnell is said to be furious at Trump's war on his own party, especially his attacks on politically vulnerable Senate Republicans.

House conservative Republicans have been pushing for a variety of add-ons to a debt limit bill, such as deep spending cuts or the sale of government assets. But what, exactly, is the debt ceiling? Next month could produce legislative brinkmanship because the debt impasse coincides with the deadline to pass a new government spending Bill.
