Neither have faced a reprimand for pushing untruths about immigration, NHS funding, and other key parts of the debate.

He said there was broad consensus in the cabinet that such a period would be necessary to cushion the impact of leaving the EU.

It could mean a period during which some European Union rules would continue to apply to the United Kingdom after it has technically left the bloc.

Over time, new arrangements with the European Union would be brought in "until we get to the new end state, the new normal which will be our long-term relationship with the EU".

Brandon Lewis, the Immigration Minister, said a new system will be introduced from March that year, ending the country's open door policy.

Confusion about the home secretary's position on freedom of movement after Brexit arose partly because of a passage in a letter to the MAC in which Rudd referred to a temporary "implementation period" between Britain's exit and a new immigration system.

He accepted that during this transitional period Britain may not be able to negotiate new free trade deals with countries outside the European Union, despite informal talks already taking place with countries like the US.

According to the Financial Times newspaper, Hammond unveiled the plan to business leaders earlier this week, arguing there was not enough time to negotiate a "bespoke" deal before the March 2019 deadline.

"And we end up at a place that reflects the new agreement that we've made for a future trade relationship with the European Union". They are trying to offer certainty to business, reassure voters they will get the Brexit they voted for and - finally - not spoil negotiations with the EU.

Ed Davey, the party's migration spokesman, said: "Businesses and families need certainty about the future status of their employees and relatives". But at a time when the United Kingdom government should be offering clarity, this is not a good look.

Rudd said there would be no "cliff-edge" for the economy, suggesting a transition period.

"The Chancellor now appears to accept this".

The premier added he sees signs that British public opinion is changing.

"I also hope that this is the final burial of the flawed proposition that "no deal" is a viable option".
