For people who do care about the human lives affected by health care policy, Trump's transactional approach can appear very confusing indeed.

But even that effort is failing. Dean Heller, who is considered the most vulnerable Republican senator in 2018 and who said he couldn't vote for the BCRA, Trump said he assumes Heller "wants to remain a senator".

The Washington Examiner reported on Saturday Senate Majority Leader Mitch McConnell still plans to hold a vote next week, regardless of what several senators have been saying about voting against the proposed legislation.

The president made it known that any Republican senator that remains opposed to debating the Senate bill is signaling to their constituents that they are simply "fine with Obamacare". Nearly immediately after he released a second version of the legislation, Senators Susan Collins of ME, a moderate, and Rand Paul of Kentucky, a conservative, said they would vote against beginning debate on the measure.

It's full-steam ahead on health-care reform for President Trump, even if the U.S. Senate can't seem to get its act together.

The president's scolding did prompt Senate Republicans to schedule a meeting Wednesday night to try yet again to find consensus on a replacement.

Conservatives and moderates in the House managed to bridge their differences and narrowly pass a bill. We'll repeal, we'll replace, and he's never gonna sign it.

Perhaps they are disturbed by the coverage numbers the Congressional Budget Office has produced about the current bill?

At the moment it is unclear as to what type of health care bill the Senate will consider.

"It's time for Congress to pivot away from the bills that are going nowhere", said House Minority Leader Nancy Pelosi.

And just like that, any attempt to repeal the Affordable Care Act (AKA Obamacare) is dead in the water, thanks to three Republican senators.

"Sometime in the near future we will have a vote on the repeal of Obamacare", Mr McConnell said.

"Rather than repeating the same failed partisan process yet again, Republicans should work with Democrats on a bill that lowers premiums, provides long-term stability to the markets and improves our health care system", Senate Democratic leader Chuck Schumer of NY said. McConnell had indicated he was prepared to stick a fork in the Republican bill and move on to other issues including overhauling the tax code.

"I'm sitting in that office, I have a pen in hand. I'm just going to read them really fast..." Republicans can not repeal all of Obamacare's regulations without 60 votes in the Senate - which would require cooperation from Democrats.

The taxes and fees the bill would repeal or delay include those the ACA imposed on investment income, higher earnings, tanning beds, sectors of the health care industry and on high-cost employer-provided insurance plans.

McConnell has failed repeatedly to come up with a bill that can satisfy both conservatives and moderates in his Republican conference.

"The sabotage is creating all these problems", said Pallone, who led the fight against Republican repeal efforts as the top Democrat on the House Energy and Commerce Committee.

"We shouldn't leave town until this is complete", he said during a lunch at the White House.
