Several have suggested that they could accept a seven-year phaseout. Senate Republicans are expected to ease some of its cuts to Medicaid, the health care program for the poor, and make other changes.

It's a deliberate strategy, interviews with almost 20 lobbyists and other experts suggest. It won't continue progress toward health-care coverage for all Americans made under Obamacare, but will do considerable harm. They also must navigate abortion policy.

As a result of the nearly 50 percent cut in Medicaid spending, many nursing homes would stop admitting Medicaid recipients as well as those (the vast majority) who do not have enough assets to ensure they will not end up on Medicaid.

Further complicating matters, different sectors within the industry have very different stakes in repealing Obamacare and replacing it with the GOP's plan. Medicaid now covers more than 70 million low-income people.

Democrats plan to slow action on all Senate business, a move created to protest their frustration with the GOP's secretive efforts to pass legislation that would repeal and replace key parts of the Affordable Care Act.

But even some GOP senators have voiced increasing frustration about the lack of public debate about the specifics of how Republicans plan to replace the health care law. They are anxious about what the Republican plan would mean to them.

By blocking all unanimous requests by Republicans, trying to force a vote on the unpopular House passed Trumpcare bill, and forcing debate to go late into the night with speeches, Democrats are going to do everything that they can to prevent Mitch McConnell from getting a vote on his secret healthcare bill before his self-imposed 4th of July recess deadline.

This week, a group of more than 15 patients groups_including the American Heart Association, the March of Dimes, the American Lung Association and the American Diabetes Association_asked McConnell's office to meet with them next week, proposing any time between Friday and June 22.

Or for input from stakeholders in this legislation, which includes insurers, medical organizations, business groups and Americans who have gained coverage under Obamacare. The Obamacare meltdown was predicted from the beginning and the insurance companies are now paying for their shortsightedness. The ACA called for an expansion of the Medicaid program for those with low incomes to everyone who earns less than 133 percent of poverty (around $16,000 a year for an individual), with the federal government footing much of the bill.

But to truly incorporate personal responsibility, Congress would have to remove the artificial cap of 50% on the smoker surcharge, no longer require some insurers to offer smokers a simple alternative to quitting (e.g., listen of a few lectures), and not permit states to override the judgment of insurance companies which increase smoker premiums based upon their own hard actuarial data, says Banzhaf. They will look forward to its destruction.

I have had meetings in large and small Minnesota communities during which I've heard parents tearfully describe their struggle to get care for family members with chronic health conditions and their anxiety about the financial and emotional burden of supporting an elderly loved one in a nursing home.
