Several have suggested that they could accept a seven-year phaseout. SenateRepublicans are expected to ease some of its cuts to Medicaid, the health care program for the poor, and make other changes.
It's a deliberate strategy, interviews with almost 20 lobbyists and other experts suggest. It won't continue progress toward health-care coverage for all Americans made under Obamacare, but will do considerable harm. They also must navigate abortion policy.
As a result of the nearly 50 percent cut in Medicaid spending, many nursing homes would stop admitting Medicaid recipients as well as those (the vast majority) who do not have enough assets to ensure they will not end up on Medicaid.
Further complicating matters, different sectors within the industry have very different stakes in repealing Obamacare and replacing it with the GOP's plan. Medicaid now covers more than 70 million low-income people.
Democrats plan to slow action on all Senate business, a move created to protest their frustration with the GOP's secretive efforts to pass legislation that would repeal and replace key parts of the Affordable Care Act.

They will look forward to its destruction.
