Mueller was already granted a waiver by the Justice Department to lead the investigation despite a possible conflict of interest stemming from his law firm's representation of some of the people caught up in the investigation, including former Trump campaign manager Paul Manafort and Jared Kushner, the president's son-in-law and senior adviser.
They say Mr Trump did not collude with Russian Federation and see the investigation as a politically motivated sham that handicaps Mr Trump's ability to execute his agenda, according to one person who advises the White House on how to handle the probe. And Rosenstein said Mueller could not be fired without his personal assent.
The White House pushed back, but only hours after the claim had been parsed and dissed with warnings about how it would only make things worse for Trump, who chose to ignore it all together in a series of tweets on Tuesday morning, and seemed more focussed on a fresh setback to his travel ban.

Trump's best play would be to allow Mueller to do his job without interference, and - if Trump is telling the truth - declare the issue is dead for lack of substance. Let's not forget what this is originally all about. Investigators are also seeking to learn whether any Trump campaign associates colluded with Russian officials in the meddling.
He said he's confident that Mueller will have "the full independence he needs" to investigate.
"I don't think donations are disqualifying at all, but if you represented the Clinton Foundation or Mrs. Clinton herself, that would be a bit disturbing", Graham said.
In addition, Comey has said Sessions did not respond when he complained that he did not want to be left alone with Trump again.
