Trump expands apprentice programs with new executive order

President Trump says new health care law will be 'kind'
White House officials discussed the new apprenticeship commitment with 18 corporate executives earlier this week, including CEOs of Amazon, CVS Health, Accenture, and Northrop Grumman.
President Trump signed an executive order from the White House Thursday promoting private apprenticeships as a way for individuals to learn skills that ultimately lead to full-time jobs. Here are the details. Currently, half of the country's 1 million apprenticeships are "registered" with the U.S. Department of Labor. Other days you would be in the restaurant, receiving on-the-job training from a current restaurant manager, allowing you to hone your skills well before graduation day.
Many businesses leaders remain skeptical of the preparation that prospective apprentices receive from public high schools and community colleges. The single biggest idea Trump touted during his infrastructure week was a plan to privatize part of the air-traffic-control system, which would help speed the rollout of badly needed technology.
Not really. Both Democrats and Republicans have advocated for the expansion of apprenticeship programs.
"We're training people to have great jobs and high paying jobs", Trump said during a ceremony at the White House before signing the order.
Apprenticeship Carolina, a state-run program, develops apprenticeship programs for employers at no cost for them.
Trump highlighted Charles Nobel from Wisconsin who, like many other apprentices present, benefited from an apprenticeship program. According to a 2016 White House statement, 87% of program participants land jobs after completing their programs.
Apprentices gather skills on the job while their employers pay for related courses and degrees at a nearby college.
Roughly 505,000 people work in federally registered apprenticeships.
/ Award-winning veteran print and broadcast journalist, Shelly Whitehead, has spent most of the last 30 years reporting for TV and newspapers, including the former Kentucky and Cincinnati Post and a number of network news affiliates nationally. "They may be bright and ambitious but they won't get much out of it". They are paid for their work, but at a lower rate to reflect the fact that they are still in training.
Advocates often point to Germany, home to the world's most well-developed apprenticeship system, as a model.
While a broad range of experts and industry groups praised the administration's focus on apprenticeships, some anxious about opening up the federal process to outside players. "In Germany you have a situation where you can get tax accounting apprenticeships" says Robert Lerman, a fellow at the Washington, DC-based think tank the Urban Institute, and the founder of the American Institute for Innovative Apprenticeship. "And that's exactly what we're doing", said President Trump.
According to the U.S. president, there are a lot of companies moving into this country. "There's a belief that parents won't accept it". However, the most recent budget for the federal government passed with about $90 million for apprenticeships, and Trump so far isn't proposing to add more.
Not according to his budget. The order also doubles apprenticeship grant funding to $200 million by transferring allocations from existing job-training programs. Scott would not answer explicitly when asked if he supported the executive order, saying accountability is paramount.
The order reduces the U.S. government's role in starting and monitoring apprenticeship programs, Politico reported.
The DOL regulation must determine how third parties-which can include trade associations, companies, nonprofit organizations, and unions-should go about developing a quality apprenticeship program.
Depends who you ask. As a result of that process, some programs may be consolidated or eliminated.
"The program takes employees who are hourly or in entry-level positions and puts them on a structured pathway to give them the comprehensive skills they need to be effective restaurant managers", Gifford says.
